取得官方第三方機(jī)構(gòu)出具的自由銷售證書后，一般要經(jīng)過(guò)中國(guó)國(guó)際商會(huì)（貿(mào)促會(huì)）認(rèn)證或者公證處公證中國(guó)外交部領(lǐng)事司認(rèn)證或者證書目的使用國(guó)駐中國(guó)使館的認(rèn)證蓋章后才能使用（海牙公約國(guó)等特殊特殊地區(qū)除外）。

自由銷售證明書對(duì)于產(chǎn)品出口是一種證明性文件，部分地區(qū)和，特別是南美洲，東南亞對(duì)此強(qiáng)制性的要求。通常需要的包括埃及、烏拉圭、委內(nèi)瑞拉、沙特、土耳其、巴西、阿根廷、哈薩克斯坦、泰國(guó)、印度、尼日利亞、越南、哥倫比亞等。

自由銷售證明書從頒發(fā)機(jī)構(gòu)來(lái)看分為三類

1、貿(mào)促會(huì)/商會(huì)出具（即：中國(guó)國(guó)際貿(mào)易促進(jìn)委員會(huì)/中國(guó)醫(yī)藥保健品進(jìn)出口商會(huì)）；

2、主管當(dāng)局出具，如衛(wèi)生部、藥監(jiān)局、商檢局等；

3、國(guó)外主管當(dāng)局出具給當(dāng)?shù)氐氖跈?quán)代表，如英國(guó)的藥監(jiān)局。

自由銷售證明書（出口銷售證明）的內(nèi)容

自由銷售證明書（出口銷售證明）內(nèi)容主要包括：證書編號(hào)、產(chǎn)品名稱、規(guī)格型號(hào)、生產(chǎn)企業(yè)出口企業(yè)名稱和地址、產(chǎn)品在中國(guó)執(zhí)行的相關(guān)標(biāo)準(zhǔn)以及證書有效期、出證機(jī)構(gòu)名稱等。

自由銷售證明書也叫出口銷售證明書英文名稱：Free Sales Certificate、Certificate ofFree、或者Certificate For Exportation of MedicalProducts;簡(jiǎn)稱FSC或CFS。自由銷售證明書源于歐洲，起初歐洲經(jīng)濟(jì)區(qū)協(xié)定（EEA）個(gè)別成員國(guó)及成員國(guó)境內(nèi)的民間協(xié)會(huì)機(jī)構(gòu)為了促銷本國(guó)的產(chǎn)品到EEA境外的第三國(guó)，為當(dāng)?shù)刂圃焐坛鼍咦杂射N售證明書。

Certificate of free sale certificate (export sales)

Obtained after the official certificate of free sale issued by the third party, typically through a China international chamber of commerce (ccpit), China's foreign ministry authentication or notary office or consular certification purposes the embassy in China authentication stamp to use (except special special regions such as the Hague convention countries).

Certificate of free sale for export is a proof document, and in some areas and especially in South America, southeast Asia is a mandatory re need including Egypt, Saudi Arabia, Turkey, Uruguay, venezuela, Brazil, Argentina, kazakhstan, Vietnam, Thailand, India, Nigeria, Columbia, etc.

Certificate of free sale from the issuing authority is divided into three categories

1, ccpit/issued by chamber of commerce (i.e., the China Council for the Promotion of International Trade/Chinese medicine and health products import and export chamber of commerce);

2, issued by the competent authority, such as the ministry of health, food and drug administration, commodity inspection bureau, etc.;

3, issued by the competent authority to local authorized representatives abroad, such as the UK's food and drug administration.
